A perimeter touches civil, structural, electrical, and security scopes, and on most sites those belong to different subcontractors. The gaps between them are where delays happen. One package means one schedule and one point of accountability, from the first drawing review to the final inspection.

Specialist vendors compete for each package. Long-lead equipment goes first: crash barriers run 10 to 12 weeks, so the schedule never waits on steel.
Nothing gets fabricated before the Engineer of Record approves the shop drawings. That is how a security perimeter passes inspection the first time.
Every vendor package we send out is sanitized: no owner name, no site address, no identifying details. Data center operators guard their footprint, and so do we.
Much of the next wave of data center capacity is going onto land that already had a life as a plant, a mill, or a warehouse campus. Those sites come with power and acreage, and with a perimeter that was never designed for a data center security specification. The perimeter usually has to be rebuilt to the new standard while other trades are already working inside it.
